The reason I thought Draculaura acted so ditzy and barely changed was because she was 1600 years old, she is basically a little old lady stuck in a teenagers body.
The reason she acts so ditzy and forgetful is probably because she is just old and she still has a human(-ish) sized brain, there would be no way for a human brain to be able to hold 1600 years of information (and things she learn about science from 1900 are terribly outdated by moden standards so she would probably go back to school every couple of years to get new updated information if she can remember any of it).
I feel like her personality and how other characters treat her would make more sense if she was in a little old lady grandma body. It would explain why she loves to ramble on, why characters don’t call her out on her shit and why she doesn’t really change because she has already finished maturing.
